Quite possibly.  There may be some individual glitches.

There is going to be no upgrade path for Fink installations from any 
earlier OS X to Mavericks, due to changes in the C++ ABI.

You would need to reinstall Fink completely. 
http://finkers.wordpress.com/2009/08/31/starting-anew/ has information 
about how to do this, as does the document /sw/share/doc/fink/INSTALL in 
the "Clean Upgrade" section.  Both of these mention methods to capture 
list of installed packages to make it easier to restore your setup.
