Hello. Spotlight is, as you probably know, part of the OS and not part of Fink so I very much doubt that you can get much of help here, apart from pointing your favourite search engine to your problem. I cannot help you very much there as I know nothing about your setup (e.g. which volumes it tries to reindex and how you want it to behave), but googling for ”spotlight reindexes volumes over and over” and ”os x troubleshooting spotlight” gave these two links that might contain information that gives you an idea what to look for when searching.
