Just for clarification - the page

and as I have svn18 (and used to have javahl with svn18)- this was

That’s “svn18”. "svn-javahl" is handled by a completely different
package description.
Download the following files and put them in
/sw/fink/dists/local/main/finkinfo

(save as svn18.info <http://svn18.info>)
http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.7/stable/main/finkinfo/devel/svn-javahl.info?revision=1.21
(save as svn-javahl.info <http://svn-javahl.info>)
Since they’re in the local tree you won’t lose them when you selfupdate.
Once that's done you should be able to use “fink install
svn-javahl-1.8.13” to attempt the svn-1.8 version of svn-javahl.
You may need to get some other packages from the CVS history, too—I’m
on 10.11 and I haven’t done an exhaustive investigation here. Just
post back and I (or somebody else) can point you to the right place.
I’ll cc the svn maintainer, to make sure that I’m not having you do
something totally ridiculous.
