This function was absent for quite awhile, but our pleas to have it reinstated were eventually heard. If you wish to file a ticket without registering, I'm afraid that's never going to be an option. The volume of spam and outright defacement we have experienced when we allowed anonymous posting is overwhelming. I note that other services, such as GitHub and SourceForge do not allow for anonymous tickets, either.
