As of Fire 0.29.b, Fire only blocks buddies by putting them into that
"Blocked Buddies" group and ignoring incoming messages from them -- nothing
was done about the blocking on the server.  In TOT, there is now the
skeleton code to control blocking on the server, which is necessary to
affect how the blocked buddy perceives you.  AIM and MSN currently block
buddies on the server.  ICQ, Yahoo, and Jabber need taught to do this when
someone gets around to it.

Even with server-based blocking, I think this is still the correct behavior.
(MSN's client does this, anyway.)  We cannot delete / ignore / otherwise not
create a buddy item for blocked buddies so that you can completely ignore
their existence -- doing so would prevent you from ever unblocking a buddy.
If you want to ignore them, just collapse the Blocked Buddies group.
