Perhaps we should view Sec. Rice's comments in mid eastern, rather than American, context. In Lebanoin, "militia" has referred to private or quasi governmental armies, rather than either the unorganzied militia protected by the Second Amedment or the organized militia (Army, National Guard) as otherwide referred to in the Constitution. In that context, Sec. Rice's comments have a different meaning, being aimed at provate warlords who are neither answerable to a government nor representative of the people.
