I can't speak to LA law specifically, but many states' "state of emergency" or "emergency powers" statutes prohibit carry of firearms outside one's residence or place of business during a designated emergency. THat's among other suspensions of civil liberties (e.g. freedom of movement, impressment of citizens for labor, etc).
