  It's my understanding that the State (i.e. outside of NYC) the permit
gives both ownership and carry priveleges.  Each handgun needs to be
listed - so it is effectively also a gun registration law.  (Or was,
when I last looked into this.)

  Durham County in NC has a handgun registration law.  This was the
result of a "local act" - but I'm not sure when it was passed.
