and also asked about this on a local list - and got this reply:

Originally passed ~1936 as a local ordinance by the NC Legislature
with the intent of dealing with a few locals that might be
apprehended if probable cause could be established for unwarranted 
search.  Actually found unconstitutional in District Court ~1976 but   
lacking stare die and in the absence of an appeal by Durham to
Superior Court/ Court of Appeals, it remained on the books. It was
specifically exempted when state-wide exemption passed  ...

  I'll add that in recent years (the last 20 or so) it is only
sporadically enforced, I have heard that the registration records are on
paper and are a real mess.
