No problems at server side. 
But what should be done at client working (for example) in CP1251? We
treat strings in DPB as CP1251 (or CP866 in console case) and convert
them to UTF8. But should same conversions be applied to SPB, provided
that file names must be provided by client already in a form as server
sees them?
