I disagree, I think it is perfectly fine (and I think legally even necessary) to either replace the URL to one that works, or - if you really think it is such a problem to touch this text - add an addendum that points to a working location. Funny thing though, I looked it up in the wayback machine, and the only snapshot of http://www.Inprise.com/IPL.html with actual content was on August 15, 2000, in the next snapshot on October 18, 2000 it was replaced by a redirect to http://www.borland.com/interbase/IPL.html . The redirect disappears between December 11, 2004 and March 7, 2005. The Borland page it links to with the IPL already disappeared between April 5, 2001 and June 3, 2001.
