RDB$CHARACTER_LENGTH is backed up and restored in RDB$FIELDS. But 
there's no such field in RDB$RELATION_FIELDS, so getting 
att_field_character_length from a backup is pointless for this table. 
AFAIU, this code should be cleaned up.
