After the last change when the forbidden actions with system tables ceased
to recover a backup made gbak, as well as non-performing nbackup. Later,
Claudio fix this. I think this is the main reason why modify all system
tables still not banned. What modification of these tables can use some
tools administration - no excuse. They should make all the manipulation of
metadata is correct, ie through DDL.
