ACLs are created automatically after changes to RDB$USER_PRIVILEGES. And user privileges for system objects are currently backed up, but not restored, as restore restore only the privileges of objects backed up. I'm considering the necessary work for that as outside the scope of changes for time zones, as its only system package is better to be available for all, and the problem already exist for all other system objects.
