ACLs are created automatically after changes to RDB$USER_PRIVILEGES.
And user privileges for system objects are currently backed up, but not
restored, as restore restore only the privileges of objects backed up.
May be also switch to not restore user privileges for system objects?
First of all may be needed for problematic i.e. damaged backups.
