used only in engine.
Client is using other (OS-specific) tools for charsets conversions.
Look at UtilInterface::decodeTimeTz() - it calls
TimeZoneUtil::decodeTime()
TimeZoneUtil::decodeTimeStamp()
Jrd::UnicodeUtil::getConversionICU()
