I still think that keeping constants in a separate header is better
for flexibility. And definitely duplicating of them for old and new

Sooner of all we will need legacy headers generator in cloop.
On the other hand we can decide that CLOOP was a dead end and get
rid of.
As soon as we have better solution - why not?
