A short in the wiper motor would cause a direct path between 12V and ground when you turn on the switch.. So could certain errors in the harness. A 20A fuse normally protects the wiper circuit. If a 20A fuse blows, unplug the harness from the wiper. If it still blows, you likely have a harness-related problem. If not, it points to the motor. You could try reinstalling the old motor if you still have it and it still works.

I have a brand-new Painless Performance wiring harness, new windshield wiper
motor, new washer pump, and new wiper switch.  When I try to use the wipers,
the 15A fuse blows in the fuse panel.  I can hear it go each time I turn on
the ignition.
