The plenum does not have to be removed to replace a leaking heater core.  
It has to be loosened and slipped back slightly, but you don't need to 
disconnect all the control cables.  You can pull the core through the hole 
in the front of the firewall.  It will be sort of like a chinese puzzle, 
but it will fit if you turn it the right way.  The right front fender 
should be taken off to make access easy.  Some pull only the inner fender 
and some even cut an access hole in the inner. I wouldn't cut into a classic 
like that.

Hey All,

I have a 68 Firebird 400 w/ac
I need to replace a leaking heater core and need to take off the  
Heater Core and Case Assy. which is under the dash.
Are all the bolts for the Heater Case under the dash or are there  
bolts that I need to get to in the engine compartment.
