Gary, Once you remove the heater hoses and the nuts from the studs in the engine compartment, you can remove the heater box from inside the car (after removing the glovebox and disconnecting the control cables). You shouldn't have to remove the outer or inner fender unless you seek access to the blower motor.
My experience is with non-a/c cars, so your mileage may vary! Good luck - it is a pita, but should only take about an afternoon, especially if you have a little help.
