I ran into the same issue you did. and after staring at the sail panels on my 
shelf for a few years I took it to an upholstry shop and had them put a new 
headliner and install the sailpanels. The PO cut the a new headliner short and 
I didn't feel like messing with it :)  I'm guessing they did not use the OEM 
type fasteners, but probably used some type of double stick tape or velcro or 
something. They are on tight and have been for years now so I'm good to go. 
 
I know I didn't answer your question completely, but just wanted to comment on 
I ran into the same issue with the OEM fasteners vs repro panels!
