I think theres two  answers to this, 
1) you use the entire firewall
2) you tell the buyer whats done, = no fraud
If you sell the car as "being" the car on the vin tag, without explaing
, its fraud....

Its always in how you represent it....my car, is a former 350 car, but
is badged as a 400 with lots of 400 
Items , but I elected not to put the grill arrowhead on it, plus I tell
everyone its 'a former 350 car'... 
What you should do.

the law is plain..if u remove the vin tag from the original car,you have
broken the law,which is there to prevent fraud. and  theft.
