Finally worked! I uninstalled all of my FF plugins, then uninstalled Firefox and restarted my computer. I also deleted the Mozilla Firefox folders left behind in Program Files as well as those in Documents and Setting -> username -> Application Data. (I tried once without deleting the folders and it didn't work.) I then installed Firefox 3.0.11, then Firebug 1.3.3. I also reinstalled the Web Developer toolbar. So far, so good. I have turned off auto updates for now.
Hope this helps those of you who are having the same problem with Firefox's CSS panel.
