I'm uncertain what you mean by this, but in general Firefox being open
and Firebug being visible or active are not related.

Yes, this is how Firebug 1.4 works.

I can't really follow all of this, but I gather that you wish that
Firebug's "placement", meaning [inBrowser, minimized, detached] was
remembered on a per page basis rather than being constant for all web
pages?
If so, then we plan to include this feature in FireStarter in the
future.
The number of ways Firebug is used is truly amazing and of course
everyone thinks their way is what everyone does. Changes in 1.4 made a
huge improvement in the code, we actually understand how it all
works.
(By the way, firebug does not pay attention to tabs, its all about the
web page window and its url).

. By far the best way to communicate about the UI is to list the steps
one by one using the words in the UI:
1. Open http://getfirebug.com
2. Click Firebug in the status bar
3. ...
like that. That way I can tell if you are seeing Firebug or just a
problem caused by some conflicting extension or some such.
