This topic is trending now on the group, so I have been responding to
a few posts. I think it actually works in 1.4.2, but it's done
differently to previous versions, so many users are confused!

To deactivate:
1. Pop-out the firebug panel. This is the only way that the currently
implemented functionality makes sense!
2. Use the off button (the far right icon) to deactivate. If you hover
this icon it will say "deactivate Firebug for this website"
3. The Firebug window will have the "Activate Firebug for the selected
Firefox tab" displayed.
3. Move to another tab and activate it.
4. Move back to the previous tab (it should stay off)

I have confirmed this in 1.4.2 on FF 3.5.2.

In older versions of Firebug, the button in this position would only
close the Firebug panel.

The really confusing thing is when you _don't_ have Firebug popped-
out. Because in past versions you could open a docked panel and
confirm it was deactivated for the current window. In FB 1.4.2,
opening the docked panel activates Firebug for that window!

Moreover, the "on/off for all pages" and "enable/disable all tabs"
options make this a major UI problem.
Otherwise the dev team have made some good improvements. But this one
needs to be reviewed!
