I've never put Firebug in this directory.

If you put the folder in to the extensions subdirectory of the profile
subdirectory you are running in, it will work. Eg
....\Firefox\profiles\blahblah.default\extensions
\[email protected]

You don't need to restart the computer for Firebug.
