This sounds like a description of the hover/active lock feature on the
Style subpanel of HTML panel. However your description makes me think
you misunderstand what the panel is showing you.

The Style panel is a readout of the currently active style rules for
the current selected element. As you change the selection or the
element, the Style view is updated. Specifically, when you hover over
an element, hover related rules will be visible. Else not. The menu
items simulate hover or active state on the element.

The Style panel does not show all of the rules, but the CSS panel
does. I suggest you use the CSS panel if you wan that kind of view.
