Dennis, thanks for the very detailed response.  As far as I can tell,
I have this problem even during off hours (sometimes I have insomnia
and use the computer in the middle of the night).  I've used
dslreports frequently (at least once a month since I first got the
service) and recorded all my times.  Unfortunately, if the problem is
the time it takes to connect to a server, dslreports' speed tests
won't reflect that because, unlike surfing, you only connect once.  I
have seen some overall degradation in my speeds with dslreports but
not enough to warrant a complaint to TWC for it.

Your suggestion about the router or Windows configuration doesn't make
sense to me because I haven't changed my Windows configuration, and
the computer with the problem is not using a wireless connection.  In
any event, I haven't changed the configuration on the router,
either.

I could ask the question on the roadrunner forum, I suppose, and see
if anyone else in my area is experiencing this issue.  Do you mean the
ones on dslreports or some other forums?  Another option is to simply
call TWC and see what they say, although my experience with TWC
customer support, particularly in the TV area, has not been positive.
I haven't used their internet support much.  Wears me out to even
contemplate calling them, though, which is why I was hoping I could
pinpoint the problem myself, or at least narrow the issues.
