I can't reproduce that problem, it's working for me. Here is what I am
doing

0) Firebug 1.8.0 + Firefox 5
1) load getfirebug.com
2) Select the HTML panel + Styles side panel
3) Select the <body id="home"> in the HTML panel (should be by
default)
4) click on background (in body CSS rule) to start editing - in the
Styles side panel
5) Press TAB -> for me the editing moves on to the value.
6) Press TAB -> for me the editing moves on the next CSS property

Does this work for you?

Did you try to install Firebug into a new Profile?
