If this is an issue where the Firebug icon (in upper right corner next to address bar) says "Firebug is disabled" but in other windows it is enabled. I have experienced this before. It is intermittent. That is to say, I've yet to see something specific that reproduces it. I run into it every other week randomly. Usually closing the whole firefox window and either opening a new one, re-using an old one where it's enabled, or kill firefox process completely and restart it. Sovles the problem.
