While I think RequireJS is great (and I personally use it in my other web-based projects) it's relatively heavy for Firebug since solving many scenarios (including cross browser support). AMD syntax in Firebug is simple and we don't need such complex support. So, we decided to use simple loader (~200 lines) that is easier to debug and also a bit faster.
