The same issue in Firefox 19.0 with Firebug 1.11.2 Clearing did not help (Cached Web Content; offline Web content, All current History).
However some actions helped: disable all add-ons/plugins - leave firebug only to be enabled. Once I disabled as above and re-started Firefox - I got the Firebug console working. The issue is likely related with proxy settings: it happens again after I set Options > Network > Manual proxy configuration.
