Yes you could if you install xampp. It is fairly easy task http://www.apachefriends.org/en/xampp.html
The installation will create a folder called xampp in your windows installation drive. I do not know about other OS You place your files in the xampp/htdocs/[your folder name] Start xampp control panel > start apache module. Open Firefox> type localhost/[your folder name] in the address bar > navigate to the html file Activate FireBug> Open External Editor I have tested this on another machine giving the same error.
