Show User Agent CSS is disabled; this seems to be a bug, and it just 
started (for me) with v1.11.3. I'm using FF20 on OS X 10.6.8.

As OP said, the **::-moz-selection* rule is appearing first in the sidebar 
list, when it should be showing up at the bottom of the list (or not at all 
unless "show user agent css" is toggeled). It doesn't seem to happen on all 
sites.
