The fwstop command, when executed on a Nokia platform
does the following things:

Shuts down all application level daemons
removes the kernel module
disables IP forwarding.

You should still be able to establish a TELNET connection the
Nokia platform as long as this service has been enabled and
as long as you are trying to reach a network interface that is not
on the "far" side of the platform.
