RFC and FTPS

I have 2 basic questions (I think they're basic anyway).
Does anyone know what the RFC is for HTTPS (or SSL)?

Second, I have heard of FTPS, but am not really sure how it works.  Does
anyone have any experience with this?  Perhaps shed a little light on it.
Is it feasible, necessary, etc?
