Presumably this means that to telnet out would be to violate the
current security policy of the network you're on. That gives you three
basic options:
1. Try to get the policy changed. We cannot help you with this.
2. Move to a different network. We cannot really help you with this.
3. Try to circumvent the mechanisms which enforce the current policy.
We don't know what those mechanisms are; if we *could* help you with
this, we probably *wouldn't*. [Maybe this wasn't obvious.]
