Hello Larry,

I've similar problem year ago. 2 domains, between them a FW with NAT.
I'm SURE NAT is source of your problem. To be more specific:
NAT works perfectly in situations where informations about
source/destination IP is held only in TCP, IP headers. In cases where IP
adresses is held in payload too (and that's the problem of WINS), it depends
on the NAT's implementation if can handle this.

I've found only 1 NAT implementation that handle WINS packet without
problems - NAT builded as a part of CISCO IOS.
