The resonate Global dispatch attempts to guess how good internet
conditions are to the requesting machine by making a connection to the DNS
server making the request (on the theory that the client is probably close
to the DNS server) It is also fully configurable to attempt the connection
on any port the user wants to try (or a regular ping) and the problem is
that as more DNS servers are filtered off, the people doing the
configuration keep trying to come up with a way that will be somewhat
reliable to get a response time from (the response needed is just an
acknoledgement back)
