Assuming it can't actually look at routing tables, I'd start with ping/ICMP. After that, assuming it has to be TCP, I'd prefer something above 1024, which is the "user" address space. That should get you the information you need unless it specifically requires an ACK and not just communication back. If it can get the proper information from UDP, port 53 is koshier with me. My problem with port 53 TCP is that it is used for DNS zone transfers, as well as a security exploit not too long ago. This is why people filter it out.
