While not 'officially' a problem that I'm aware of, I have never been able to get relaying stopped on a < 4.6 notes SMTP mta. With 5.0 out now (with some very nice SMTP MTA control features) it would be well worth your time to investigate upgrading to 5.0, or at LEAST 4.6, which would probably be less instrusive if you're a single-server shop.
