I'm afraid I don't have a reference on hand, but the author Theodore Sturgeon
said "90% of everything is crap", or something close to that. Clearly one of
the fundamental properties of the universe, right along with "entropy
increases", and "186,000 miles/second --- it's not just a good idea, it's the
Law." Wait a sec, this is the internet, surely I can lay hands on a reference
... Ok, feed "Sturgeon's Law" into altavista and out pops a bunch o' links to
the Jargon File, which has this to say:

"Ninety percent of everything is crap". Derived from a quote by science
fiction author Theodore Sturgeon, who once said, "Sure, 90% of science
fiction is crud. That's because 90% of everything is crud." Oddly, when
Sturgeon's Law is cited, the final word is almost invariably changed to
`crap'. Compare Hanlon's Razor, Ninety-Ninety Rule. Though this maxim
originated in SF fandom, most hackers recognize it and are all too aware
of its truth.
