This tells it to be a router. Not necessarily a great one, or even
a cost-effective one, but it will allow packets to flow between the
net that the NIC is on and the ISDN connection.

It's possible. But aside from the issue of whether an NT box makes
a suitable router, putting it outside the firewall makes it also a
security risk. The recommendation that a firewall machine be doing
as little else as possible applies at least equally to any routers
outside the firewall.
Is there any way you can put the ISDN adapter into the firewall
machine?
