This was recently discussed on the fwtk-users mailing list. It appears that
RedHat moved the dbm headers/library around again. Have a look at the list
archive for help.

Should be 'permit-hosts *' but that's probably what you've got.
What I'd do is look at the example netperm-table in fwtk/config; use that
as the basis for your testing. Post a question to the fwtk-users mailing
list with what version of fwtk you're using and whatever shows up in your
syslog when it fails. There's not enough information to tell what's going on.
