That looks interesting, namely, if you check CTCP DCC specifications, you'll 
see that the initial handshake for any DCC conection is done via IRC server (a 
session already open thru your firewall) where the initiator of the DCC 
connection sends the target client his IP and open port numbers.

The target would see things something like this:

:[EMAIL PROTECTED] PRIVMSG Someone :^ADCC SEND CTCP_and_DCC 
somefile.txt c0a80101 2097 1234^A

where

c0a80101 is initiators IP
2097 is the open port on the initiator's side
1234 is the size of the file being sent

So, as you can see, for DCC SEND to work, your target has to be able to 
connect to a local port on your machine _behind_ the firewall. Yes, that means 
that in order for DCC SEND to work on your side, you shouldn't filter any port 
on your firewall.

If you want to retrieve a file from the internet, you have to be able to open 
any which port your IRC client desires and can open on your local machine in 
order to communicate with the initiator of the session. This also isn't 
something I for one would like to see on my network.
