First off:
What is your definition of a hardware firewall?

Many "hardware" firewalls today are just 19 inch rack mountable
PCs that come with a firewall software preinstalled (often
BSD/Linux based).

Which firewall does this? As you can see from my previous statement,
the capabilities of most "hardware" firewalls are exactly the same
as those of "software" firewalls. The only difference is that you
get the software bundled with the hardware.

There could conceivably be something I have never heard about, but
the common denominator is that ALL firewalls have a CPU and they
ALL have "software" running in them. This hardware does not 
necessarily have to be a PC-like machine, it could be
"something faster", but I have a hard time envisioning something
without a CPU and software, regardless of the fact that the
software may be stored in a ROM.
