To make a long story short, after some more testing (and discovering that
my freind had installed packet filters on his box, thus preventing access
to his box from other than known hosts  :)  ), I now have ssh access.  I am
now able to connect to his port 23, which is running ssh.  I switched my
ssh port to 23, put telnet elsewhere, and now ssh works (and telnet doesn't).

I would conclude then, that there is a router somewhere upstream filtering
out anything other than specific ports.

So, I lose telnet.  But that's why I'm getting ssh going in the first place.
