That uses the decimal representation of the value expressed by the 4 octets
you would usually expect.  Which is why it works.  It is USED because most
of the TCP/IP filtering systems don't get a domain out of that and pass it
and a number of firewalls view it as internal traffic, even though it is
"really" outside.

It is seldom used for "good" things.  Beware.
