It was also a way to bypass security settings on some versions of
Internet Explorer, if I remember correctly. IE didn't recognize that
the pure numeric address was in the Internet zone because it didn't
contain any '.' characters. So following such a link could cause
people to access an Internet site with the local zone security
settings...
