Nortel definitely works with FreeS/WAN and has for quite a while.
At the Interop VPN labs tests, we got FreeS/WAN to work with almost
everyone (Internet Dynamics, Microsoft W2K, and NetScreen were
the only iffy ones) and it was quite solid. Contivity---although
its VPN configuration features are ... sparse (to say the least) ...
was reasonably solid in interoperability once we figured out
what the default (and unchangeable) configuration was.
